Settings → Apps → Messages → “Unknown & Spam” → choose ScamSnap. Scam texts from unknown numbers will go to the “Junk” folder.

No. The app spots known scam signs and checks sites against lists of dangerous sites, but scammers keep inventing new tricks. If in doubt, contact the official organization on a number you already know.
